ONU, reformas en medio de la crítica

El escándalo de corrupción del programa oil-for-food en Iraq, los abusos sexuales de Cascos Azules en la misión de la República Democrática del Congo y las voces, conservadoras, en Washington, pidiendo la renuncia de Kofi Annan al frente de Naciones Unidas antes que termine su periodo, han manchado en los últimos años al organismo mundial. Tampoco hay que olvidar la decisión unilateral de los Estados Unidos de invadir Afghanistán e Irak, brincando al organismo mundial.

Dejando a un lado los escándalos, el tema de fondo es la función que hoy en día tiene la ONU. ¿En verdad representa los interéses de sus miembros?

El día de hoy Kofi Annan, Secretario General de Naciones Unidas, presentó ante la Asamblea General el documento In Larger Freedom: Towards Development, Security, and Human Rights For All en donde se presentan la serie de reformas ventiladas ya hace unas semanas.

El punto medular de las reformas es la ampliación de Consejo de Seguridad y la recomendación de substituir la Comisión de Derechos Humanos por un consejo más pequeño.

El Consejo de Seguridad se conforma actualmente por 5 miembros permanentes (Reino Unido, Francia, China, Rusia y Estados Unidos) y otros 10 elegidos por un periodo de dos años (México fue uno de ellos). Los miembros permanentes tienen el derecho al veto. Una de las propuestas es ampliar de 15 a 24 países los miembros del Consejo, y agregar 6 miembros permanentes que puedan representar todos los continentes y niveles de desarrollo en el mundo (se habla de India, Brazil, Alemania, Japón y Nigeria/Sudáfrica).
